The Microsoft Surface 3, a piped down version of the Surface Pro 3 was announce some months ago. The tablet-cum Laptop is powered by the Intel Atom processor as against the Intel Core processors used on the Surface Pro 3.
With users already taking advantage of the Windows 10 OS Preview Builds for both Desktop and Mobile thanks to the Windows Insider Program; it is understandable if those enthusiast about the OS want to try it on the Surface 3.

When asked if the Microsoft Surface 3 can run Windows 10, Microsoft Windows Community Moderator, Barb Bowman commented with,
“Please do NOT try to install Windows 10 on the new Surface 3. There are no drivers for the Intel x5/x7 Atom processors. There are no drivers in the Preview Build because Intel has not yet provided drivers. There is no block/check for these processors in current builds. Timing of availability for drivers is unknown as Intel is still working on the needed drivers for the new chipset and processors.”
Judging by the fact that Microsoft has not released the final build of the Microsoft Windows 10 so it is understandable why the Surface 3 cannot run Windows 10 yet. Those who try running the OS are expected to have a less tasteful experience but these issues are expected to have been corrected before the Final Consumer ready build is announced.

Microsoft is expected to announce the Windows 10 OS for Desktop towards the end of July. While the OS version for Mobile is expected to be available later in the year which means flagship smartphones running the OS will have to wait till then.
